Navigating the Regulatory Seas is Tall Ships America’s Ship Operations and Safety Committee Annual review of issues pertaining to the regulation and operation of member vessels as related to inspections, licensing and other items of national significance.

 Capt. Jonathan Boulware grew up sailing traditional small craft in the Mystic and Connecticut Rivers. He has sailed in more than a dozen tall ships as captain or mate on both Pacific and Atlantic coasts, including extensive experience in New England waters.  He served as Master, Mate, Director of Marine Education, and on the Board of Directors for numerous programs including day environmental education, multi-week team building and leadership, and multi-month programs for treatment of adjudicated youth. Captain Boulware worked as a consultant/project manager for both land-based construction and shipyard construction and refit, representing clients in the non-profit and for-profit sectors.  He is currently Interim President for the newly revitalized South Street Seaport Museum in New York City.  He also serves on the Board of Directors and chairs the Ship Operations and Safety Committee for Tall Ships America.  He lives in Branford, CT with his wife and six year-old son.  He holds a USCG license for sailing vessels to 500 tons upon oceans.

A native of New York City, Captain Jonathan Kabak has worked in the sail training industry for over two decades.  Since starting as a young volunteer at SouthStreetSeaportMuseum he has sailed on over a dozen Tall Ships America member vessels. He holds a 500ton Ocean Masters License for Steam, Motor and Auxiliary Sail vessels.  Graduating from FranklinPierceCollege with a Bachelor of Arts in History and a focus on education, Jonathan’s career at sea has focused on developing and implementing marine education and nautical science programs under sail for all ages.

 Currently he serves as the Director of Sail Training at the United States Merchant Marine Academy where he is also Adjunct Faculty.  In addition to his work at the Academy, Jonathan works as a consultant, developing and delivering STCW and Maritime Safety curriculum and providing marine operations services.  He is a member of Tall Ships Americas’ Board of Directors, where he serves on the Ship Operations and Safety and Membership Committees.  He lives in Brooklyn, NY with his wife Jennifer and young daughter Olivia all of whom are members of Tall Ships America.
